Consolidates the New Jersey Turnpike Authority, South Jersey Transportation Authority, and NJ Transit Corporation into the Department of Transportation, transferring all powers, duties, assets, debts, and liabilities to DOT on a designated "Transfer Date"

Transfers all employees of the three transportation entities to DOT while preserving their pension rights, civil service status, and existing collective bargaining agreements until new contracts are negotiated

Prohibits DOT and the consolidated entities from issuing any new bonds, notes, or other obligations after the Transfer Date, and requires retirement of all outstanding bonds from the transportation entities

Restricts DOT from using any transferred transportation assets for non-transportation related purposes

Maintains existing rules and regulations of the transportation entities until DOT amends or rescinds them, with an expedited 18-month rulemaking process that bypasses standard Administrative Procedure Act requirements
