Allocates $1,612,540 for 36 historic site management grants to fund preservation planning, condition assessments, historic structure reports, and heritage tourism initiatives at properties listed or eligible for the National Register of Historic Places

Sets aside $100,000 for emergency intervention to address threats to historic resources from human-made or natural events, and $1,976,500 for administrative expenses

Requires Joint Budget Oversight Committee approval for any transfer of funds or changes to project sponsors, sites, or types, and allows remaining funds to support additional historic preservation projects previously approved for funding
