Creates the "Expanding Physician Access Act of 2025" to establish provisional medical licenses for international medical graduates who have job offers at New Jersey physician offices or licensed health care facilities

Eligible applicants must have completed a residency and practiced medicine for at least five years in their home country, demonstrate English fluency, pass a background check, and hold valid U.S. immigration status

Limits eligibility to physicians licensed in nine specific countries: Australia, Canada, Ireland, Israel, New Zealand, Singapore, South Africa, Switzerland, or the United Kingdom

Provisional licenses automatically convert to full licenses after a three-year probationary period, after which physicians may leave their sponsoring employer

Amends existing law to remove recognition of foreign diplomas and licenses for standard medical licensure pathways, while repealing R.S.45:9-14; takes effect January 1, 2026
