Grades political violence one degree higher than the underlying offense, with first-degree crimes carrying 15-30 years imprisonment; convictions do not merge with underlying offenses, requiring separate sentences

Establishes an 11-member Political Violence Review Board within the Department of Law and Public Safety to review completed investigations, collect data, and analyze potential disparities based on race, ethnicity, gender, age, or political affiliation

Requires the Division of Criminal Justice to develop training curriculum, with law enforcement officers and assistant county prosecutors completing initial training within 90 days and annual in-service training of at least four hours

Defines "political affiliation" as support for political parties, candidates, or campaigns, and "political expression" as nonviolent activity on public issues including speaking, publishing, attending lawful assemblies, or displaying signs
