Creates a provisional new motor vehicle dealer license valid for 90 days (with possible 90-day extension) for applicants who have substantially completed their application but are still obtaining a franchise agreement or installing a permanent sign

Redefines "new motor vehicle dealer" as an authorized dealer of a "motor vehicle franchisor" rather than a manufacturer's agent, distributor, or authorized dealer

Defines "motor vehicle franchisor" as a person engaged in manufacturing, assembling, distributing, or importing new motor vehicles who handles at least 10 new motor vehicles per calendar year under normal business conditions
