Requires the New Jersey Attorney General to develop model policies ensuring personal freedom at sensitive locations including health care facilities, public schools, shelters, courthouses, correctional facilities, and social service offices within 180 days of enactment.

Mandates that Commissioners of Children and Families, Community Affairs, Health, Human Services, Education, Corrections, and the Administrative Director of the Courts adopt the model policies (or stronger protections) within 180 days after policies are issued.

Directs the Attorney General to develop a separate model policy for places of worship, created in consultation with religious leaders, that congregations may voluntarily adopt.

Defines "federal civil law enforcement" as efforts to investigate or enforce federal civil immigration law, including Title 8 of the United States Code, signaling the bill aims to limit state cooperation with immigration enforcement at sensitive locations.

Requires adopted policies to be published on the Internet websites of the relevant state departments rather than posted physically at each institution.
