Establishes the "Privacy Protection Act" prohibiting New Jersey government entities and health care facilities from collecting immigration status, citizenship status, place of birth, social security numbers, or individual taxpayer identification numbers unless necessary for administering requested services, benefits, programs, or professional licensure

Restricts government entities from selling, sharing, or transferring automated license plate recognition information except to other government entities as permitted by law, pursuant to subpoenas, court orders, or judicial warrants, or with written consent

Exempts collected personal information from the Open Public Records Act and prohibits disclosure except when required to administer programs, compelled by subpoena/court order/warrant/federal law, or with written consent from the individual

Requires written consent for disclosure to include specific information about what will be shared, the purpose, recipient, and statements that consent is voluntary and revocable

Subjects government entities and health care facilities that knowingly obtain, disclose, or use protected information for unauthorized purposes to injunctive relief, civil liability for damages, or Department of Health penalties and enforcement actions
