Directs the State Agriculture Development Committee (SADC) to establish a program for acquiring perpetual development easements on privately-owned woodlands to preserve lands for agricultural, silvicultural, and horticultural use

Eligible woodlands must be at least 20 acres, devoted in whole or part to agricultural production or tree/forest product sales, and managed under an approved forest stewardship or woodland management plan

Authorizes grants to local government units covering up to 80% of development easement acquisition costs on woodlands, and up to 80% for qualifying tax-exempt nonprofit organizations

Permits funding from the Preserve New Jersey Farmland Preservation Fund and requires coordination with the U.S. Forest Service to pursue federal programs including the Forest Legacy Program and Healthy Forests Reserve Program

Requires SADC to adopt rules and regulations within one year, including application procedures and project evaluation criteria, with acquired easements to be recorded with county clerks
