Establishes a five-year pilot program administered by the Superintendent of State Police to provide free firearms training to eligible applicants seeking a firearms purchaser identification card, permit to purchase a handgun, or permit to carry a handgun

Income eligibility limited to individuals earning less than $75,000 per year (single filers) or married couples earning less than $150,000 per year (joint filers)

Training courses must be offered twice per year in one northern, one central, and one southern New Jersey county, or alternatively the superintendent may provide vouchers for approved private training courses

Requires the superintendent to submit an evaluation report to the Governor and Legislature within 90 days of the program's termination, recommending whether to continue, expand, or make the program permanent

Program expires upon filing of the final evaluation report
