Prohibits light frame wood construction for residential R-2 structures (apartments, hotels, dormitories) in census tracts with population density of 5,000+ persons per square mile

Allows light frame wood construction in less dense areas only if structures are detached, under 7,000 square feet per story, no more than 3 stories/40 feet tall, with 30-foot fire separation distance and NFPA 13 sprinkler systems

Requires 24/7 fire watch guards at all light frame wood construction sites from start of construction until 48 hours after certificate of occupancy is issued, with guards monitoring for fires and ensuring hot work code compliance

Fire watch guards must be active/retired firefighters or certified fire inspectors who pass background checks, and project owners must hire, compensate, and pay administrative fees for this monitoring

Owners of existing and new light frame wood residential structures must provide written notice to current and prospective tenants or buyers about fire safety limitations of light frame wood construction
