Establishes the Community Health Center Integrated Care Loan Program to provide zero percent interest, short-term financing loans to community health centers for integrating primary care and behavioral health services

Eligible facilities include federally qualified health centers (FQHCs), ambulatory care facilities, certified community behavioral health clinics (CCBHCs), behavioral health programs, and substance use disorder facilities

Loan funds may be used for staff and training costs, licensure fees, infrastructure improvements for licensure compliance, and other commissioner-approved expenses related to care integration

Creates the Community Health Center Integrated Care Loan Fund as a nonlapsing, revolving fund administered by the Department of Health, funded through the General Fund, federal sources, and private foundations

Commissioner must equitably distribute loans across northern, central, and southern regions of New Jersey, with priority given to centers serving high Medicaid populations, and must process applications within 30 days
