Upgrades from second to first degree crimes: purchasing firearm parts to manufacture a firearm without a serial number, manufacturing firearms with a 3D printer, manufacturing covert or undetectable firearms, and transporting manufactured firearms without serial numbers

Applies to persons not licensed as manufacturers who obtain firearm frames or receivers without serial numbers, either separately or as part of a kit

Prohibits distributing digital instructions (CAD files or other code) via the Internet or other means to unlicensed persons for 3D printing firearms or firearm components

Increases maximum penalties from 5-10 years imprisonment and up to $150,000 fine (second degree) to 10-20 years imprisonment and up to $200,000 fine (first degree)

Convictions for purchasing firearm parts to manufacture unserialized firearms cannot merge with other criminal offenses, requiring separate sentences
