Requires fair share housing need to be computed using a growth-share calculation method based on residential and non-residential development growth across the state

Limits statewide affordable housing obligations to no more than 5% of existing statewide housing stock, and must include foreclosed and abandoned properties in calculations

Mandates COAH to submit a report every five years on housing affordability, analyzing the ratio of median home maintenance costs (property taxes, mortgage, insurance, utilities) to median state income

Requires the five-year affordability report to be used for updating growth-share calculations each reporting cycle
