Amends the Fair Housing Act to eliminate categorical exemptions from affordable housing obligations for municipalities that receive Municipal (Urban) Aid Program funding

Prohibits the Council on Affordable Housing from exempting urban municipalities from fair share housing obligations based solely on their existing stock of low and moderate income housing units

Requires urban municipalities to be allocated a minimum fair share obligation representing an appropriate portion of the regional need for low and moderate income housing

Adds a new definition of "urban municipality" as any municipality qualifying for State aid under P.L.1978, c.14

Intended to reduce development burdens on suburban and rural municipalities by directing more affordable housing construction to urban areas with existing infrastructure
