Proposes amending Article I, paragraph 1 of the New Jersey Constitution to add the sentence: "The right of the people to keep and bear arms shall not be infringed"

Creates an explicit state constitutional right to firearm ownership, which currently is not expressly included in the New Jersey Constitution

Requires the proposed amendment to be submitted to voters at a general election occurring more than three months after legislative approval

Mandates publication of the amendment in at least one newspaper per county at least three months before the election
