Proposes amending the New Jersey Constitution to authorize the Legislature to create a Bureau of Probation within the State Parole Board

Transfers all probation functions, powers, duties, and responsibilities from the Judiciary to the new Bureau of Probation

Transfers probation officers and other professional supervisors, case workers, and case-related employees who perform probation functions from the Judiciary to the Bureau

Protects existing employment contracts by ensuring no terms or conditions are altered, and preserves the status of exclusive employee bargaining representatives

Requires voter approval at a general election occurring more than three months after legislative agreement on the amendment
