Proposes amending Article I of the New Jersey Constitution to specify that natural rights do not obligate the State to establish laws facilitating housing availability for all income levels in every municipality

Prohibits the Legislature from enacting laws that require municipalities to create, fund, or implement programs providing housing for all income levels through land use regulation or fee assessment

Prevents the Legislature from adopting any law that supersedes, overturns, or interferes with municipal zoning ordinances for the purpose of providing housing for all income levels

Explicitly aims to remove affordable housing obligations imposed on municipalities as a result of the Mount Laurel court decisions

Would require voter approval at a general election occurring more than three months after legislative agreement, with the question published in newspapers at least three months before the vote
