Proposes adding a new paragraph 24 to Article I of the New Jersey State Constitution establishing that every person has the right to comprehensive, affordable, and accessible health care

Requires the Legislature to enact laws necessary to secure this health care right for all persons, regardless of age, sex, race, pre-existing health condition, income, economic status, or ability to pay

If passed by both legislative chambers, the amendment would be placed on the ballot at the next general election occurring more than three months after final agreement

The ballot question must be published in at least one newspaper in each county at least three months before the general election
