Cleft lip and palate (orofacial clefts) are birth defects where a baby's lip or mouth doesn't form properly during pregnancy, affecting feeding, speech, and hearing

Approximately 1 in 1,600 babies in the U.S. is born with cleft lip with cleft palate, and about 1 in 1,700 is born with cleft palate alone

Encourages state community organizations, medical institutions, research centers, and advocacy groups to collaborate on outreach efforts and research on the condition

Requests the Governor to annually issue a proclamation recognizing July as "Cleft and Craniofacial Awareness and Prevention Month"
