Permanently designates November 8 of each year as "First-Generation College Student Day" in New Jersey to honor students who are the first in their families to attend and graduate from college

November 8 was chosen to commemorate the anniversary of President Lyndon B. Johnson signing the Higher Education Act of 1965, which focused on increasing college access for low-income and first-generation students

Requests the Governor to annually issue a proclamation calling upon higher education institutions, public officials, and citizens to observe the day with appropriate activities and programs

Recognizes that an estimated 56 percent of all current college students are first-generation students who face unique barriers including financial hardships, lack of familial guidance, and systemic inequalities
