Formally recognizes the right to adequate food in New Jersey, including physical and economic access to safe, nutritious, culturally appropriate food at all stages of life

Protects individuals' right to save and exchange seeds, and to grow, raise, harvest, produce, and consume food of their own choosing, subject to property rights and the federal Plant Variety Protection Act

Encourages State, county, and municipal entities to prioritize policies supporting New Jersey farmers' market access, farmland preservation, and growth in the number of new farmers

Authorizes the Department of Health to promote food banks and soup kitchens to ensure access to adequate food free of charge or at affordable prices

Establishes that the resolution provides no private right of action and serves as guidance for future laws and regulations rather than creating enforceable legal obligations
