Responds to studies indicating most Americans view incivility as a worsening problem, with social media, the internet, and politicians cited as key sources of declining civility

Aims to address reported consequences of incivility including cyber-bullying, harassment, violence, intimidation, discrimination, and reduced community engagement

Takes effect immediately upon passage
