Recognizes Chavez's nonviolent advocacy methods including labor strikes, boycotts, and fasts that led to California's Agricultural Labor Relations Act of 1975, the only U.S. law guaranteeing farm workers the right to unionize

Notes that nine other U.S. states already observe Cesar Chavez Day, and that Chavez received the Presidential Medal of Freedom posthumously in 1994
