Urges Congress to compel the Secretary of Health and Human Services to submit biennial vaccine safety reports as mandated by the National Childhood Vaccine Injury Act of 1986 (42 U.S.C. §300aa-1 et seq.)

Asserts that HHS has failed to submit the required biennial reports to Congress since the reporting requirement began in 1989

Notes that the 1986 Act eliminated vaccine manufacturers' financial liability for injury claims, which may have removed economic incentives for companies to improve vaccine safety

Requires copies of the resolution to be transmitted to HHS Secretary, U.S. Senate President, House Speaker, and New Jersey's Congressional delegation
