Establishes a six-member "Assembly Select Committee on the Executive Branch's Response to the COVID-19 Pandemic" in the New Jersey General Assembly, with three members appointed by the Speaker and three by the Minority Leader

Committee will evaluate the executive branch's pandemic response and develop strategies to improve the state's handling of future infectious disease outbreaks and prolonged emergencies

Grants the committee broad investigative powers including the authority to issue subpoenas, compel witness testimony, and obtain documents and electronic records, with subpoenas requiring written consent from the chairperson, vice-chairperson, and Speaker

Requires bipartisan leadership structure where the chairperson and vice-chairperson must be from different political parties, with no more than three members from any single party

Authorizes the committee to employ state employees, outside services, and special counsel (with Speaker approval) to carry out its investigative duties
