Establishes a bipartisan 12-member "Assembly Special Committee on Staten Island Annexation" in the New Jersey General Assembly, with 6 members appointed by the Speaker and 6 by the Minority Leader

Requires the committee to investigate and report on New Jersey's historical, legal, and geographic claims to Staten Island, including colonial-era land grants and the 1834 boundary compact between New York and New Jersey

Directs the committee to explore lawful avenues for pursuing annexation of Staten Island, subject to consent of Staten Island residents, New York State, and the U.S. Congress

Committee must organize within 30 days of the resolution taking effect and will solicit expert testimony before publishing a final report with findings and recommendations

Committee will have two co-chairpersons and two co-vice chairpersons, with leadership split between Speaker and Minority Leader appointees, and expires upon completion of its work
