Establishes the "New Jersey Nursing Home Pandemic Response Investigation Committee" as a special committee of the General Assembly to investigate the effects of State actions, executive orders, legislation, regulations, and policies on nursing homes, residents, families, and employees during COVID-19

Committee will consist of seven members appointed by the Speaker of the General Assembly, with no more than four from the same political party; the Minority Leader may recommend members for appointment

Grants the committee broad investigative powers including issuing subpoenas, compelling testimony under oath, holding hearings, receiving evidence, holding individuals in contempt, and reporting possible law violations to authorities

Authorizes the committee to utilize State employees and hire additional services as needed within appropriated funds to carry out its investigation

Resolution takes effect immediately and expires upon conclusion of the committee's investigation
