Designates October 13, 2020 as "Metastatic Breast Cancer Awareness Day" in New Jersey to raise public awareness of the disease

Recognizes that metastatic breast cancer is incurable with an average life expectancy of 18-36 months after diagnosis, and approximately 30% of stage 0-III breast cancers in remission recur as stage IV metastatic cancer

Notes that an estimated 279,100 Americans will be diagnosed with breast cancer annually, with 42,690 dying from metastatic breast cancer (115 people per day), including over 8,260 women in New Jersey each year

Highlights racial disparities in breast cancer outcomes, including a 40% higher mortality rate for African-American women compared to Caucasian women despite similar treatment

Directs the Governor to issue a proclamation calling on public officials and citizens to observe the day with appropriate activities and programs
