State agencies must make all websites, web pages, and web content accessible according to Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards, or the most current WCAG version if deemed practicable by the agency.

All state web content must be configured for navigation, viewing, and access on mobile devices including smartphones and tablets.

The definition of "State agency" includes both Executive and Legislative branches, encompassing all departments, boards, bureaus, commissions, divisions, offices, councils, independent agencies, public authorities, and public benefit corporations.

Amends P.L.2007, c.56 (C.52:18A-234) to add these accessibility and mobile device requirements to existing information technology directives for Executive Branch departments.
