Adds family-based counseling to the list of Medicaid-covered services for inpatient or outpatient treatment of substance use disorder in New Jersey.

Treatment must be prescribed by a physician and provided in a licensed hospital or state-approved narcotic and substance use disorder treatment center with a medical director on staff.

Coverage is limited to services eligible for federal financial participation under Title XIX of the Social Security Act.

Requires the Commissioner of Human Services to apply for necessary federal waivers or state plan amendments to secure federal Medicaid matching funds.

Takes effect immediately upon enactment.
