Creates a new category of "military support business" eligible for small business loans through the New Jersey Economic Development Authority, defined as small businesses conducting innovative STEM or R&D projects supporting military installation missions and located within a five-mile radius of a military installation.

Requires the Authority to offer reduced interest rate loans to qualified military support businesses, with rates up to 25 basis points lower than the average interest rate charged.

Defines "military installation" as any facility operated by U.S. Armed Forces branches, including the Coast Guard and New Jersey National Guard.

Mandates the Authority consult with the Department of Military and Veterans Affairs when developing rules and regulations for loans to military support businesses.

Amends the Grow New Jersey Assistance Program definitions to include the military installation designation for economic development incentive purposes.
