Mail-in ballots returned as undeliverable must be compiled by the commissioner of registration and noted in the Statewide voter registration system, with affected voters placed in the inactive file.

Voters moved to inactive status due to undeliverable ballots who fail to vote in two consecutive federal general elections will be removed from the Statewide voter registration system and transferred to the deleted file.

Commissioners of registration must retain all undeliverable mail-in ballots for two years.

Voters must receive written notice within five days of being placed on the inactive file, when removal proceedings begin, and upon final removal from the voter registration system.

The bill takes effect immediately upon enactment and applies to New Jersey's 222nd Legislature session beginning in 2026.
