Requires the Board of Public Utilities (BPU) to adopt standards mandating that electric utilities install the highest class of wood poles for new or replacement electric distribution utility poles

Permits electric utilities to use materials other than wood for distribution poles, provided the alternative material is of the highest class or grade available

Requires new or replacement transmission towers to be constructed of the highest class or grade of material, consistent with federal law and applicable federal reliability requirements

Directs the BPU to reference applicable national electrical standards when classifying electric distribution utility poles and transmission towers

Amends existing law (P.L.1999, c.23) to extend equipment standards to include transmission facilities in addition to distribution equipment, with annual compliance reporting required from utilities
