Public and private colleges in New Jersey must inform students with federal student loan debt about the Public Service Loan Forgiveness (PSLF) program during the semester before expected graduation and again when they apply to graduate.

Government employers in New Jersey designated as PSLF-qualifying employers must provide all employees with PSLF program information during initial benefits orientation and at least once annually.

Required information must include notification of potential eligibility, the PSLF website address, and program requirements such as 120 qualifying monthly payments while working full-time (30+ hours/week) for a qualifying employer.

The Secretary of Higher Education and Commissioner of Labor and Workforce Development will create model formats for the required information, which may be delivered electronically, by mail, or in person.

Section 1 (higher education requirements) takes effect immediately for the first full academic year after enactment; Section 2 (employer requirements) takes effect 90 days after enactment.
