Expands automatic voter registration to applications for hunting, fishing, and trapping licenses, sportsman licenses, beaver trapping permits, wild turkey permits, and deer permits through the Division of Fish and Wildlife.

Requires automatic voter registration when applying for firearms purchaser identification cards or permits to carry handguns at local police forces or the Division of State Police.

Adds power vessel (boating) licenses to the existing automatic voter registration process at the New Jersey Motor Vehicle Commission.

Applicants must be offered the opportunity to decline automatic voter registration, and agencies must electronically transmit registration information to the Secretary of State.

Takes effect January 1 following enactment, pending Secretary of State verification that issuing agencies already collect proof of eligibility documents including age, citizenship, and residence address.
