Registered voters may request to receive primary and school election sample ballots via email instead of regular mail from their district board or commissioner of registration

Voter email addresses collected for this purpose are protected from public disclosure under the Open Public Records Act and must be redacted from any documents

If an email delivery fails, election officials must send a paper copy of the sample ballot to the voter in a timely manner

Secretary of State must develop standard procedures with election officials to implement the program, including methods to inform voters of the option and maintain email confidentiality

Voters requesting electronic delivery must waive the right to hold election officials legally responsible for delivery failures caused by technical issues beyond official control, such as spam filters or typographical errors in the email address
