Establishes the "New Jersey Manufacturing Reboot Program" within the Economic Development Authority (EDA) to help manufacturing businesses recover from COVID-19 pandemic impacts and expand production capabilities.

Appropriates $10 million from the General Fund: $5 million for businesses manufacturing COVID-19 vaccines and $5 million for businesses producing other healthcare products like medical devices, personal protective equipment, and non-vaccine pharmaceuticals.

Provides grant awards ranging from $25,000 to $150,000 per qualified manufacturing business, which can be used for equipment purchases, payroll expenses, or employee training.

Eligible businesses must operate manufacturing facilities in New Jersey, pay above-average county salaries, provide health benefits to employees, and demonstrate capacity to deliver products outside their local market.

Requires quarterly reporting by grant recipients on employment levels and expenditures, plus annual EDA reports to the Governor and Legislature on program outcomes including jobs created or maintained.
