Prohibits State agencies, officers, employees, and State contractors from downloading, using, or visiting TikTok or any successor application/website on State-issued or State-leased electronic devices including cell phones, computers, and tablets.

Willful violation constitutes a disorderly persons offense punishable by a fine up to $1,000, imprisonment up to six months, or both.

Exempts law enforcement officers using TikTok for investigative purposes, with the Attorney General required to establish guidelines for appropriate investigative use.

Cites FBI Director Christopher Wray's November 2022 testimony that TikTok's parent company ByteDance poses security risks due to Chinese law allowing government access to company data.

Takes effect immediately upon enactment and supplements Title 52 of New Jersey's Revised Statutes.
