Establishes a two-year school breakfast kiosk pilot program administered by the Department of Agriculture in consultation with the Department of Education to increase student breakfast participation

Selects three school districts (one each in northern, central, and southern New Jersey) to operate breakfast carts, cubicles, or kiosks providing students access to breakfast items on the way into school or classrooms

Requires participating districts to submit pilot plans detailing food choices compliant with federal guidelines, pricing, packaging, location, and disposal needs

Creates the "New Jersey School Breakfast Kiosk Pilot Program Fund" to provide grants to participating districts, funded through legislative appropriations, corporate donations, private sector support, and federal funds

Mandates a report to the Governor and Legislature within 180 days of the pilot's completion on program impact, including the percentage of low-income students served
