Expands New Jersey's definition of "machine gun" to include frames, receivers, and any parts or combination of parts designed to convert a firearm into a machine gun

Defines "machine gun conversion device" as any device capable of converting a firearm into a machine gun

Creates a third-degree crime for possessing a bump stock, trigger crank, or machine gun conversion device when not in possession of a firearm to which it may be attached

Establishes a second-degree crime for selling, transporting, or distributing machine gun conversion devices

Requires sentences for these offenses to run consecutively to any conviction for unlawfully possessing an assault firearm or machine gun, prohibiting merger of charges
