Creates a tuition reimbursement program through the Higher Education Student Assistance Authority for advanced practice nurses who commit to providing full-time home health care services in New Jersey for one to four years

Reimburses 25% of eligible tuition expenses per year of service, up to a maximum of 100% of the lowest-cost academic year's tuition after four years of service

Requires participants to be New Jersey residents, certified by the NJ Board of Nursing, have specialized home health care training, and apply within one year of obtaining certification

Mandates participants charge customary rates but provide reduced-cost or free care to patients unable to pay, and prohibits discrimination based on ability to pay or payment source

Prohibits simultaneous participation in the Primary Care Practitioner Loan Redemption Program or the federal National Health Service Corps Loan Repayment Program
