Amends the Highlands Water Protection and Planning Act to add a new exemption for municipal and county government buildings, courthouses, and volunteer emergency services buildings (fire departments, first aid squads, rescue and ambulance squads)

Allows expansion or reconstruction of qualifying buildings within 125% of the existing footprint of lawfully existing impervious surfaces on the site

Limits the exemption to projects that do not increase impervious surface by one-quarter acre or more

Exempts qualifying projects from the Highlands regional master plan, DEP regulations, and local conforming ordinances

Mirrors an existing exemption that permits reconstruction of any building within 125% of existing footprint under the same impervious surface limitations
