Allows the Department of Transportation, counties, or municipalities to designate "special event zones" around automotive or motor vehicle events that are locally approved or expect 25+ attendees

Authorizes reduced speed limits within special event zones and prohibits "exhibition driving," defined as excessive acceleration/deceleration, tire burnouts, swerving, loud engine noise, or transporting passengers on vehicle hoods/roofs

Imposes fines up to $1,000 for speeding, careless driving, or racing within a special event zone; exhibition driving or reckless driving carries fines up to $1,000 and/or up to 60 days imprisonment

Requires signage indicating the zone's effective period, any reduced speed limits, the prohibition on exhibition driving, and notice of increased penalties

Permits local governments to establish special event zones without prior approval from the Commissioner of Transportation
