Expands radiator cover requirements from steam radiators only to all radiators capable of reaching surface temperatures greater than 110 degrees Fahrenheit

Requires landlords to equip covered radiators with "durable guards" or covers instead of the previously specified "insulating materials"

Landlords must install covers within 90 days of receiving a written tenant request and must provide annual written notice to tenants of this right

Removes the previous $500 fine cap and shifts enforcement to the Uniform Fire Safety Act (N.J.S.A.52:27D-210), which allows for variable penalty amounts

Takes effect on the first day of the third month following enactment
