Eliminates the census-based methodology for calculating special education state aid, which currently assumes a fixed percentage of students require special education services regardless of actual enrollment

Requires special education aid calculations to be based on the actual number of classified special education students and speech-only pupils in each district's resident enrollment

Removes references to "State average classification rate" from the School Funding Reform Act of 2008 and replaces census-based formulas with enrollment-based calculations

Deletes requirements for the Commissioner to conduct studies on census funding methodology and for districts to apply for additional aid due to high rates of low-incidence disabilities

Takes effect immediately and applies to the first full school year following enactment
