Designates basic life support (BLS) services as essential services in New Jersey, requiring every municipality to provide BLS and ambulance services to meet population needs

Municipalities may fulfill this requirement through multiple methods: licensing/franchising private companies, contracting with public/private/nonprofit entities, mutual aid agreements with other municipalities, hospital agreements, or direct provision through fire departments or emergency medical services

Defines basic life support service to include ambulance transport, patient stabilization, airway clearance, CPR, hemorrhage control, initial wound care, and fracture stabilization

Amends existing law to explicitly include basic life support services in mutual aid agreement provisions between municipalities
