Establishes the "New Jersey College Ready Students Program Act" directing the Commissioner of Education to create tuition-free dual enrollment at county colleges for eligible public high school students

Eligible students can receive up to 3 credits tuition-free per semester, with a maximum of 6 credits per school year in both 11th and 12th grades

Eligibility requires the student's school district to have a dual enrollment agreement with a county college, a minimum GPA indicating college readiness, and family financial need matching New Jersey Educational Opportunity Fund standards

Students must maintain a grade of C or higher in all college courses to continue eligibility; students who don't meet GPA requirements may take one tuition-free remedial course per semester

Commissioner of Education must submit annual reports to the Governor and Legislature including participation numbers, completion rates, costs, credits earned, and college enrollment plans of graduating participants
