Municipalities authorized to issue new plenary retail consumption licenses may sell them at public auction to other municipalities for use in designated redevelopment, improvement, or revitalization areas, including urban enterprise zones, downtown business improvement zones, transit-oriented developments, and areas designated for redevelopment or rehabilitation.

Holders of inactive plenary retail consumption licenses may transfer them to contiguous municipalities for use in redevelopment areas, with both municipalities required to adopt identical resolutions authorizing the transfer and establishing a transfer fee paid to the host municipality.

Plenary retail distribution licenses may be transferred to receiving municipalities within the same county and converted into plenary retail consumption licenses for use in redevelopment areas.

Receiving municipalities may acquire no more than one transferred license per calendar year, and any transferred license not actively used within two years of issuance expires automatically without option for renewal or appeal except in cases of eminent domain, fire, or other casualty.

Seasonal retail consumption license holders may convert their licenses to year-round plenary retail consumption licenses by surrendering the license to the issuing authority and paying the applicable annual fee.
