Transfers the New Jersey Historic Trust from the Department of State to the Department of Community Affairs, including all personnel, appropriations, books, papers, records, and property

Replaces the Executive Director of the New Jersey Historical Commission with the Commissioner of Community Affairs (or designee) as an ex officio trustee on the 15-member board

Expands qualifying experience areas for citizen trustees to include fundraising, redevelopment and financing, architecture, planning, archaeology, and cultural nonprofit management, in addition to historic preservation

Allows excess fees collected from conferences, workshops, education initiatives, and publications to remain in non-lapsing trust accounts for future use rather than being deposited into the General Fund

Removes the $100 cap on loan application fees, allowing the Trust to set fees by regulation, and authorizes collection of loan closing costs from applicants
