Establishes a state incentive fund providing a 10-cent per breakfast supplement on top of federal reimbursements for school districts participating in the federal school breakfast program

Eligibility requires schools to serve "breakfast after the bell" and have 20-100% of students eligible for free or reduced-price breakfast

Department of Agriculture, in consultation with Department of Education, will administer the fund and provide guidance and support to participating school districts

Requires an annual report to the Governor and Legislature detailing the cost of the incentive fund and the number and percentage of additional students participating in each district

Legislature must annually appropriate funds necessary to implement the program
